Jammu and Kashmir Police Hosts Landmark Conference on “Urban Policing” to Pioneer Smarter Strategies for Safer Cities

Jammu: In a progressive move to elevate urban policing in Jammu and Kashmir, the J&K Police organized a significant One-Day Conference on “Urban Policing” at the District Police Lines (DPL) in Jammu. Guided by directives from the DGP’s and IGP’s conference, this event marked a pioneering step in enhancing law enforcement strategies suited to urban environments.
The conference, held in the DPL Jammu’s Conference Hall, drew an array of attendees, including high-ranking police officials, civil administration officers, academics, media representatives, legal professionals, and prominent citizens. Senior officials present included DIG JSK Range Shiv Kumar Sharma (IPS), SSP Jammu Joginder Singh (JKPS), SSP Traffic City Faisal Qureshi (JKPS), along with Zonal SsP of Jammu District, SP PC Jammu, SDPOs, DySP HQ Jammu, DySP PC Jammu, and I/C DySP DAR. The event also saw representation from civic bodies, including ADC (L&O) Jammu, Secretary JDA, Secretary JMC, and Superintendent of Police Hospital.

In his opening address, DIG JSK Range Shiv Kumar Sharma emphasized the need for “smarter policing for smarter cities,” highlighting Jammu Police’s leadership in initiating this comprehensive conference in the region. Sharma underlined the role of advanced technology, such as CCTV networks and Command and Control Centers, as vital tools for effective crime management in urban settings.
SDPO Gandhinagar, Kartik Shrotriya (IPS), delivered an in-depth presentation on “Urban Policing – Issues, Challenges, and Progress.” His talk covered the development of modern urban policing models in India and the relevance of these approaches to Jammu and Kashmir. Shrotriya also discussed the Crime and Criminal Tracking Network & Systems (CCTNS) as a national model for integrating technology in law enforcement.
Speakers at the conference included Retired Sessions Judge Subash Gupta, President of the Chamber of Commerce Arun Gupta, Parvinder Singh (Editor-in-Chief, Blackandwhitedigitalnews), Govind Chauhan (Bureau Head), Professor Navdeep Kaur from Jammu University’s Law Department, Secretary JDA Vishwajeet Singh, Secretary JMC Chand Singh, and DySP Traffic City North Farah Nishat.

Challenges and Expectations of Urban Policing : Experts discussed issues like combating organized crime, managing floating populations, addressing land and sand mafias, and the complexities of traffic control in densely populated areas.
Public Safety Through Surveillance: Speakers proposed installing CCTV cameras at key public locations, such as bus stands, railway stations, inter-district roads, and high-traffic urban zones, to enhance real-time monitoring and deterrence.
Reducing Human Intervention: Discussions emphasized the need for Intelligent Traffic Management Systems (ITMS) and other digital solutions that can streamline processes and make urban policing more effective.
Modernization of Police Stations: Establishing fully equipped urban police stations, particularly tailored for urban challenges, was identified as a pressing need for Jammu’s growth as a smart city.
Dedicated Urban Police Model: Attendees advocated for a specialized urban policing model to address the unique security demands of urban areas. This includes assigning road accident investigations to specialized traffic police stations to free up general law enforcement resources.
Technology-Driven and Community-Centered Policing:
SSP Jammu Joginder Singh (JKPS), in his concluding remarks, acknowledged the rapid evolution of urban crime and the need for law enforcement to stay one step ahead of criminals. Singh underscored the importance of bridging technological gaps, observing that law enforcement efforts often lag behind criminal innovations. He reiterated that conferences like these, held under the Government of India’s directives, are essential for developing actionable insights and recommendations.

Following the primary conference, SSP Jammu Joginder Singh delivered a detailed presentation on “Managing Border Security and Cross-Border Crimes.” Attended by DIG JSK Range Shiv Kumar Sharma, Zonal SsP of Jammu District, SP PC Jammu, SDPOs, DySP HQ, DySP PC Jammu, I/C DySP DAR , and other officers, this session focused on cross-border crime threats and strategies for strengthening border security protocols.
