KASHMIR: The debate over Article 370, which granted Jammu and Kashmir a special status, remains a deeply divisive issue in Indian politics. Today, tensions resurfaced in the Jammu and Kashmir Legislative Assembly when PDP legislator Waheed ur Rehman Parra proposed a resolution calling for the restoration of Article 370. The provision, which allowed the state autonomy over most of its affairs except defense, foreign policy, finance, and communications, was abrogated by the Indian government in August 2019. Since then, the political landscape in Jammu and Kashmir has been marked by polarization, with parties like the PDP and National Conference calling for its reinstatement and the BJP staunchly opposing it.
Parra’s call for a resolution reflects the PDP’s commitment to its electoral base, which largely comprises people who view the revocation of Article 370 as a loss of identity and autonomy. For these constituents, Article 370 was not just a legal provision but a symbol of the unique cultural and political status of Jammu and Kashmir within the Indian Union.
BJP legislators reacted strongly to Parra’s remarks, demanding that the Speaker expunge his words. Their reaction is consistent with the party’s broader stance on Article 370, which they view as a step towards integration and equality for Jammu and Kashmir’s citizens with the rest of India. For BJP supporters, abrogation was a historic move to dismantle what they see as outdated barriers between Jammu and Kashmir and the Indian state.
Speaker Abdul Rahim Rather’s refusal to immediately comply with the BJP’s demands highlights the delicate role of Assembly leadership in navigating these tensions. His statement, “You can’t dictate terms to the Speaker,” underscores the need for legislative decorum amid highly charged debates.
This confrontation also signals the challenges of governing in a region where national issues often intersect with local sentiments. For the ruling administration, maintaining peace in the Assembly and addressing citizens’ aspirations will be crucial. Meanwhile, the opposition will likely continue to leverage Article 370 as a rallying point, keeping the debate alive in Jammu and Kashmir politics.
