Systemic Neglect Exposed: Injured Police Officers Referred to Amritsar Amidst Crumbling Healthcare Infrastructure in Jammu

Jammu :In a deeply unsettling development that has triggered public outrage and institutional concern, two police officers—Inspector Pushpinder Singh and a PSI—were referred to a private hospital in Amritsar after suffering serious injuries, reportedly in the line of duty. The referral has not only highlighted the glaring inadequacies in Jammu’s premier medical institution, GMC Jammu, but has also raised uncomfortable questions about the readiness and reliability of government health infrastructure in the Union Territory of Jammu and Kashmir.

This isn’t just a routine hospital transfer. It’s a glaring failure of the system to care for its frontline defenders.

Frontline Warriors Abandoned by the System:

Inspector Pushpinder Singh and his colleague have served with distinction in Jammu and Kashmir Police—a force that stands as the first line of defense against terrorism, drug trafficking, and criminal syndicates. In a region where danger is often part of daily duty, these officers represent the spine of public safety and civil order.

Yet, when the moment came for the system to support them—after suffering injuries, possibly in the line of duty—the institutions that should have provided critical care fell short.

GMC Jammu, expected to offer specialized and trauma care, was unable to manage their condition. Instead, the officers had to be moved over 200 km away to a private hospital in Amritsar, not because of choice, but because of helplessness.

What Failed at GMC Jammu?

Reports suggest the officers suffered complex injuries requiring advanced orthopedic and trauma care. GMC Jammu, despite being the region’s most prominent government hospital, lacked either the infrastructure, manpower, or timely preparedness to treat them.

This leads to a direct question: Did the HoD of Orthopaedics at GMC Jammu fail to take charge of this critical case? If yes, why wasn’t immediate action or accountability enforced? If no, what infrastructural constraints forced the referral?

The public deserves transparency. If the department cannot handle such emergencies, the system is not only failing civilians but also failing its own defenders.

AIIMS Vijaypur Missing in Action: A Mystery Unexplained

Why weren’t the injured officers shifted to AIIMS Vijaypur—a state-of-the-art facility established with great political fanfare and public expectations?

Is AIIMS still non-operational in critical departments?

Is the trauma and orthopaedics wing at AIIMS not functional yet?

Is it a case of administrative miscommunication, or are we looking at a ghost infrastructure promoted on paper but underdelivering in reality?

For a Union Territory that has battled insurgency for decades, lack of a fully equipped trauma center within Jammu is not just negligence, it’s a crisis.

A Health System on Life Support:

Jammu’s broader healthcare landscape is grim:

• Sub-district hospitals function as mere referral points, without the capacity to even diagnose or stabilize serious patients.

• GMC Jammu is overburdened, and doctors often work in understaffed conditions, leading to critical lapses.

• Vacancies in government medical positions remain unfilled for months, even years, due to bureaucratic inertia and lack of political will.

This tragedy should be a turning point. The message is clear: the system, in its current state, cannot be trusted with critical care—even for uniformed personnel.

Political Silence: A Loud Betrayal

In the wake of this shocking referral, not a single MLA or public representative from Jammu has issued a statement. Not a word of solidarity, concern, or demand for accountability. Is this the value we assign to those who risk their lives for us?

The silence is shameful:

When security forces are injured in action, it is the duty of every stakeholder—political or administrative—to ensure they are given the best care, not quietly pushed out of state borders to private hospitals, while local institutions remain ineffective.

Demanding Accountability: What Needs to Change

This is not just about two injured officers. This is about systemic rot. Here’s what the public must demand:

1. Immediate investigation into the referral decision – Was GMC unequipped or negligent?

2. Status report on AIIMS Vijaypur – What departments are functional? Why wasn’t it considered?

3. Comprehensive audit of doctor vacancies and infrastructure in J&K government hospitals.

4. Time-bound recruitment and resourcing drive – Healthcare is not a luxury; it’s a right.

5. Political accountability – MLAs and MPs must explain their silence and outline steps for improvement.

A Wake-Up Call for the Administration and the Public:

This is not just a medical lapse—it is a systemic betrayal of those who serve the nation. If we cannot provide emergency care for our own officers, what hope remains for the average citizen?

Healthcare is the backbone of any society. In Jammu and Kashmir, it’s fractured, overstretched, and crying for reform. This incident must serve as a watershed moment—not just for debate but for decisive action.

If we fail to learn and act now, we’re not just risking lives—we’re eroding the very trust citizens place in the state.
