IGP Jammu Leads Comprehensive Review of New Criminal Laws Implementation Across Districts

Jammu :In a significant step toward legal reform and modernization of the criminal justice system, Inspector General of Police (IGP) Jammu Zone, Shri Bhim Sen Tuti, IPS, chaired a high-level review meeting at Zonal Police Headquarters Jammu to assess the implementation status of the newly enacted criminal codes — Bharatiya Nyaya Sanhita (BNS), Bharatiya Nagarik Suraksha Sanhita (BNSS), and Bharatiya Sakshya Adhiniyam (BSA).
The meeting was attended by Range Deputy Inspectors General (DIsG), District Senior Superintendents of Police (SSsP), as well as the Chief Prosecuting Officer (CPO) and Senior Prosecuting Officer (Sr PO) of ZPHQ Jammu. Participation was both physical and virtual, reflecting the importance and urgency of uniform rollout across the entire Jammu Zone.
Strategic Focus: Uniform and Efficient Rollout:
IGP Tuti emphasized the imperative of a smooth, standardized, and timely transition to the new legal regime across all districts. He directed the officers to intensify capacity-building measures, particularly for Station House Officers (SHOs), Investigating Officers (IOs), and court support staff. Emphasis was laid on continuous training, ensuring procedural compliance, and setting up performance dashboards for regular monitoring of key implementation indicators.
Highlighting Reforms: Victim-Centric, Transparent, and Digital-First
IGP Tuti reiterated the core ethos of the new legal codes — victim-centric justice, prompt investigations, and enhanced digital transparency. Officers were encouraged to maximize the use of innovative features such as:
• E-FIR (to facilitate quicker filing of First Information Reports)
• E-Summons and e-Sakshya (to digitally manage summons and evidence)
• Timely filing of charge sheets within 60/90 days as mandated under the BNSS.
Key legal provisions like property restoration under Section 107 and Trial in Absentia under Section 356 were also reviewed. Officers were briefed on their correct and liberal application to ensure the intended justice outcomes of the new laws are realized.
District-Wise Performance: Bright Spots and Key Takeaways
The meeting also included a district-wise performance analysis, recognizing noteworthy progress in several regions:
• Ramban, Kishtwar, and Udhampur were appreciated for strong adherence to charge sheet timelines, reflecting improved investigative processes.
• Kishtwar emerged as a frontrunner with 100% compliance in Forensic Science Laboratory (FSL) visits for cases involving punishments exceeding 7 years — a critical provision to ensure evidence integrity.
Digital Tools and Technology Integration:
The IGP commended Jammu, Udhampur, and Rajouri for their effective adoption of e-Summons, e-Sakshya, and MedLeaPR (Medical Legal Protocol Reporting platform), which are essential tools under the digital-first approach of the new laws.
Particular praise was extended for the application of Section 107 BNSS (regarding property restoration and maintenance of peace), especially in Jammu and Udhampur, where its usage has yielded tangible results in enhancing public trust and order.
The Road Ahead: Community Service and Judicial Innovation
IGP Tuti urged officers to prioritize community service orders, wherever relevant, as an alternative and restorative form of punishment in accordance with the progressive intent of the BNS. He also highlighted the strategic use of Trial in Absentia to avoid procedural delays caused by absconding accused persons.
This review meeting marked a pivotal moment in Jammu Zone’s journey toward a reformed, efficient, and technology-enabled criminal justice system. Under the leadership of IGP Bhim Sen Tuti, the Jammu Police is demonstrating a proactive and structured approach in translating legislative intent into tangible outcomes on the ground.
