Srinagar : In a decisive move to fortify the criminal justice system and enhance railway security across Jammu and Kashmir, the Administrative Council, chaired by Lieutenant Governor Shri Manoj Sinha, approved the creation of 855 new posts. The decision aims to address critical gaps in the Prosecution Department and Government Railway Police (GRP), ensuring compliance with the Bhartiya Nagarik Suraksha Sanhita, 2023 (BNSS) and boosting safety in the state’s pivotal Katra-Banihal railway segment.
During a high-level meeting, which saw the participation of prominent officials including Shri Rajeev Rai Bhatnagar, Advisor to the Lieutenant Governor, Shri Atal Dulloo, Chief Secretary, and Dr. Mandeep K Bhandari, Principal Secretary to the Lieutenant Governor, two key initiatives were given the green light.

The creation of 83 posts in the Prosecution Department is a critical step in overhauling the state’s criminal justice infrastructure. Currently, only 12 Deputy Director posts exist to manage 20 districts—a disproportionate distribution that has long hampered efficient case handling. With the introduction of eight additional Deputy Directors, each district will have a dedicated Deputy Director, as per Section 20 of the Bhartiya Nagarik Suraksha Sanhita, 2023 (BNSS).
