Jammu : The contentious issue of Rohingya and Bangladeshi immigrants in Jammu has reignited a political storm, sharply dividing the region’s political landscape. While the Bharatiya Janata Party (BJP) has intensified its call for their immediate deportation, the National Conference (NC) and Congress have stood their ground, advocating a humane approach to the crisis.
The debate has gained momentum following a visit by a two-member delegation from the United Nations High Commissioner for Refugees (UNHCR) to the Kiryani Talab area in Jammu city. Senior Protection Officer Tomoko Fukumura and Protection Associate Ragini Trakroo Zutushi interacted with Rohingya refugees and local residents. However, their attempts to engage with the local police were thwarted, and the team left for Delhi without achieving significant breakthroughs.
BJPโs Hardline Stance:
The BJP has made its position unequivocally clear. Its chief spokesperson, Sunil Sethi, described the immigrants as “illegal intruders” and accused them of jeopardizing regional security. Alleging links to anti-national elements and criminal activities such as drug trafficking, Sethi called for their immediate expulsion. “They are a threat to law and order and even participated illegally in Urban Local Bodies elections,” he claimed.
Sethi further criticized former Chief Minister Omar Abdullah’s humanitarian approach, dismissing it as “a misplaced sense of humanitarianism compromising national security.” He also welcomed the recent proposal by security agencies to cut essential supplies like power and water to immigrant settlements, framing it as a necessary measure to pressure their departure.
Oppositionโs Humanitarian Appeal:
In stark contrast, NC president and former Chief Minister Dr. Farooq Abdullah emphasized the need for compassion. “We cannot let them starve or freeze to death. If the government wants to deport them, it must clarify its stand and act lawfully. Until then, we have a duty to provide basic amenities,” he said. Dr. Abdullah urged the central government to either ensure their deportation or implement proper safeguards for their temporary stay.
Echoing Abdullahโs sentiments, J&K Congress chief Tariq Hameed Karra condemned the denial of basic amenities, terming it a “criminal act.” Karra stressed adherence to international conventions on refugees and advocated a lawful, ethical approach to resolving the crisis.
Growing Concerns Over Security and Demographics:
The issue is further complicated by government data revealing the presence of over 13,700 foreigners, primarily Rohingyas and Bangladeshis, across Jammu and Kashmir. This population has grown significantly, with over 6,000 arriving between 2008 and 2016. A 2021 verification drive identified 270 Rohingyas in Jammu city living illegally, many of whom were later relocated to a holding center in Kathua.
Security agencies have expressed alarm over the increasing population of immigrants and their potential exploitation by anti-national elements. The associated demographic and security concerns have fueled BJP’s hardline narrative, further polarizing the discourse.
Humanitarian Dilemma Amid Political Tug-of-War:
Meanwhile, local residents and humanitarian organizations are caught in the crossfire. The recent visit by UNHCR officials underscores the international dimension of the crisis. However, the absence of a cohesive strategy or dialogue between stakeholders has left the issue unresolved.
The Jal Shakti Minister of Jammu and Kashmir, Javed Ahmed Rana, has clarified that water supplies to immigrant slums will continue until the central government decides on their deportation. His statement reflects the delicate balancing act local authorities must perform amid mounting political and security pressures.
The Path Ahead:
The Rohingya refugee crisis in Jammu has become a microcosm of larger global debates over migration, security, and human rights. While BJP remains firm on deportation, the oppositionโs call for compassion and adherence to international norms continues to resonate with a section of society.
As political tempers flare and international attention grows, the situation demands a nuanced approach that reconciles humanitarian obligations with the need for regional stability. Whether Jammu can strike this balance remains to be seen, but the stakesโboth political and humanโhave never been higher.
