Jammu : In a dramatic political turn, the Congress high command has replaced Vikar Rasool Wani as the President of the Jammu and Kashmir Pradesh Congress Committee (JKPCC), appointing veteran politician and former Finance Minister of the erstwhile state, Tariq Hameed Karra, as the new JKPCC chief. This reshuffling comes at a critical juncture, mere hours after the Chief Election Commissioner Rajiv Kumar announced the much-anticipated Assembly elections in Jammu and Kashmir.
The decision, released by K C Venugopal, Congress General Secretary (Organization), took many by surprise. The order, which became effective immediately, also appointed senior Congress leaders Tara Chand and Raman Bhalla as the new working presidents of the JKPCC, highlighting a significant strategic shift for the party as it prepares for the upcoming elections.
While Vikar Rasool Wani has been relieved of his position, the Congress leadership has softened the blow by making him a Special Invitee to the Congress Working Committee (CWC), a position that acknowledges his contributions but moves him out of the critical leadership role in Jammu and Kashmir. Simultaneously, Tariq Hameed Karra has been relieved from his previous position as a Permanent Invitee to the CWC.
A Campaign to Oust Wani: The Power Behind the Curtain
The change in leadership is widely seen as the result of persistent efforts by Tariq Hameed Karra to solidify his influence within the Jammu and Kashmir unit of the Congress. Karra’s strategic maneuvering, coupled with increasing dissatisfaction with Wani’s leadership, led to his rise. The shift, though abrupt to some, had long been in the making.
Karra had been camping in Jammu for two days earlier in the month, reportedly engaging with Congress leaders discontented with Wani’s leadership. It is understood that Karra had secured the backing of senior party leaders in his bid to displace Wani.
Sources revealed that the Karra faction leveraged accusations of embezzlement of funds during the Bharat Jodo Yatra, a nationwide campaign launched by the Congress, to undermine Wani’s position. These financial irregularities became the linchpin for the anti-Wani lobby’s campaign to pressure the high command into making the change. Karra’s visit to Jammu was strategically planned to consolidate support against Wani, reflecting deep-rooted factionalism within the party.
Deep Fissures in J&K Congress:
The J&K Congress is starkly divided into two major factions: one aligned with Vikar Rasool Wani and the other with senior leaders like Ghulam Ahmed Mir and Karra. The internal strife has been brewing for months, with Wani facing criticism from both senior leaders and grassroots members.
Several letters had been sent to the All India Congress Committee (AICC), painting a grim picture of Wani’s tenure. In a letter dated May 7, office bearers accused Wani of ignoring party leadership, fostering internal disputes, and alienating senior leaders. Another letter from former MLA Haji Rashid lamented his marginalization during the election campaign, while a subsequent letter on June 2 by several general secretaries, vice presidents, secretaries, and a district president further piled on accusations of misconduct.
The culmination of this discontent, coupled with Karra’s tactical lobbying, left the Congress leadership with little choice but to replace Wani ahead of the Assembly elections.
Congress Leadership’s Struggles in J&K :
The Congress has struggled to make headway in Jammu and Kashmir in recent years, with the party having lost two parliamentary seats in the Jammu region to the BJP in three consecutive terms. Wani, who had succeeded former Minister Ghulam Ahmad Mir in August 2022, was initially seen as a potential reformer. A former legislator from Banihal, he opted to lead the JKPCC over joining Ghulam Nabi Azad’s new party. However, his tenure has been mired in controversy, with factions accusing him of sidelining senior party figures and sowing division within the rank and file.
The pressure on Wani reached its peak when, as the Bharat Jodo Yatra gained momentum, allegations surfaced accusing his camp of financial impropriety. The anti-Wani group seized on this, turning it into a tool to bolster their campaign for his removal.
The Road Ahead for Karra:
As the new JKPCC chief, Tariq Hameed Karra faces an uphill battle to unite the fractured Congress in Jammu and Kashmir and prepare it for the upcoming Assembly elections. His success will hinge on his ability to mend the rifts between party factions, quell internal dissent, and present a unified front against the formidable BJP.
Karra’s past credentials as a former Finance Minister and his close proximity to the Congress high command have positioned him as a pivotal figure for the party’s revival in Jammu and Kashmir. However, his critics question whether his appointment will truly address the Congress’s deep-rooted issues in the region or merely add to the turmoil.
The Congress leadership, while appreciating the contributions of the outgoing Vikar Rasool Wani, has undoubtedly taken a bold risk in this last-minute reshuffling, betting that Karra’s leadership will reverse the party’s fortunes in one of the most politically challenging regions of the country.
