Jammu: National Road Safety Month–2026 was formally kick-started on Wednesday at the Border Security Force (BSF) Headquarters, Ploura, marking the first major campaign of the year under the theme “Safety through Learning, Transformation through Technology.” The initiative aligns with the United Nations Decade of Action for Road Safety, reinforcing India’s and Jammu & Kashmir’s commitment to reducing road accidents and saving lives.
High-Level Participation and Collaboration:
The programme was jointly organized by the Commandant, BSF Headquarters Ploura, in collaboration with the Transport Department, Government of Jammu & Kashmir, highlighting strong inter-departmental coordination on public safety issues.
Avny Lavasa, IAS, Secretary to Government, Transport Department, Jammu & Kashmir, attended the event as the Chief Guest. Senior officials present included the Commandant BSF, Additional Transport Commissioner, Joint Transport Commissioner, Regional Transport Officer (Jammu), Assistant Transport Commissioner, Assistant Regional Transport Officer, along with senior BSF officers and Transport Department officials.
BSF personnel, their drivers, and family members participated actively, reflecting community-wide engagement rather than a limited official exercise.
Road Safety as a Social Responsibility:
Addressing the gathering, the Chief Guest lauded BSF Headquarters, Ploura, for taking the lead in launching the campaign and emphasized that road safety is not merely a departmental function but a shared social responsibility, directly linked to human life, dignity, and civic discipline.
Explaining the theme, she noted:
“Safety through Learning” stresses awareness, understanding of traffic rules, and disciplined road behavior.
“Transformation through Technology” focuses on modern tools such as intelligent traffic management systems, digital enforcement, driving simulators, and data-driven policy-making to create safer and smarter road networks.
Four-Pillar Strategy of the Transport Department:
The Chief Guest reiterated the Transport Department’s commitment to road safety through the four-pillar approach:
Education – Awareness drives, school and college outreach, and public sensitization.
Enforcement – Strengthening compliance through effective monitoring and penalties.
Engineering – Improving road design, signage, and infrastructure.
Emergency Care – Faster and more effective post-accident medical response.
Ongoing initiatives such as skill-based driver training programmes and the use of technology-enabled enforcement mechanisms were highlighted as key steps towards reducing accident rates.
Practical Emphasis on Driving Competence:
A significant highlight of the programme was the on-the-spot Driving Licence Trial Tests conducted for around 50 BSF personnel, reinforcing the importance of competence and accountability behind the wheel. It was emphasized that a driving licence is not merely an identity document but a certificate of public trust.
Focus on Individual Behaviour and Youth Engagement:
Speakers underlined that road safety extends beyond laws and enforcement, depending heavily on everyday personal choices such as
• Wearing helmets and seatbelts
• Avoiding mobile phone distractions
• Adhering to speed limits
• Practicing patience and courtesy on roads
Special emphasis was placed on the role of youth as agents of change, encouraging them to set examples through responsible and disciplined driving behaviour.
Awareness Through Data and Visual Learning:
Adding technical depth to the programme, Shri Surinder Kumar, Motor Vehicle Inspector, delivered a comprehensive PowerPoint presentation supported by video displays. The presentation covered
• Road accident statistics
• Major causes of accidents
• Preventive and corrective measures
This data-driven approach helped participants better understand the real-world impact of unsafe driving practices.
With its launch from BSF Headquarters, Ploura, the National Road Safety Month–2026 campaign will now be extended across the entire Union Territory of Jammu & Kashmir, involving multiple departments, institutions, and communities.
The programme concluded with a collective call for sustained and coordinated efforts to ensure safer roads, safer journeys, and a safer future for all. The formal inauguration of National Road Safety Month–2026 marked the beginning of a month-long drive aimed at transforming attitudes, strengthening systems, and saving lives through awareness, discipline, and technology-driven solutions.
