Nalin Prabhat Takes Over as J&K’s New DGP, Pledges to Bring Advanced Counter-Insurgency Techniques to Tackle Challenges.

Srinagar : In a significant development for Jammu and Kashmir’s security apparatus, senior Indian Police Service (IPS) officer Nalin Prabhat assumed office as the 18th Director General of Police (DGP) on Tuesday at the Police Headquarters in Srinagar. Prabhat replaces R R Swain, a 1991 batch officer, who had taken the top post in 2023 after a distinguished career, including his notable role as Special Director General (DG) of the CID and Intelligence Chief of Jammu and Kashmir.
The handing-over ceremony was marked by the presence of senior officers of the Jammu and Kashmir Police, along with several top officials from various departments. As the new DGP, Nalin Prabhat brings with him an extensive background in counter-insurgency operations, having earned a reputation for excellence during his earlier postings in the volatile region of Kashmir.
Nalin Prabhat: A Veteran in Counter-Insurgency Operations:
Nalin Prabhat, an IPS officer from the 1992 batch, has had a long and impactful career in Jammu and Kashmir. His deep understanding of insurgency in the region is well regarded within security circles. His prior service in the state includes positions as the Deputy Inspector General (DIG) of South Kashmir’s Operations Range, and several leadership roles within the Central Reserve Police Force (CRPF), such as serving as Inspector General (IG) of the Kashmir Operations Sector.
Throughout his career, Prabhat has been lauded for his tactical acumen and leadership in combating insurgency. His efforts earned him prestigious honors, including the Antrik Suraksha Seva Padak, the Police (Special Duty) Medal, and a Bar for his exemplary services in Jammu and Kashmir.
As a decorated officer, Prabhat has built a legacy of trust and goodwill with the security forces, particularly the CRPF. His deep expertise in the region’s unique security dynamics is expected to bring a fresh perspective to the security strategy in Jammu and Kashmir.
New Vision and Strategy for Counter-Insurgency:
In his inaugural address, DGP Nalin Prabhat outlined a forward-thinking strategy aimed at adapting to the evolving challenges of insurgency in Jammu and Kashmir. “While the threat from insurgency continues to evolve, so must our approach. One of the key pillars of his new strategy is the increased use of artificial intelligence and data analytics in predicting and preempting militant activities. He also highlighted the importance of winning the trust of the local population, noting that a community-oriented approach would be crucial in rooting out the insurgency.
Prabhat further assured that while there will be a strong focus on operational efficiency, the police will also prioritize human rights and work to reduce collateral damage during security operations. R R Swain’s Legacy:
The outgoing DGP, R R Swain, has been a pillar of stability during a challenging period for Jammu and Kashmir’s security forces. Under his leadership, the state witnessed significant improvements in intelligence gathering and security operations, particularly during his tenure as Special DG CID. Swain’s ability to modernize the intelligence apparatus in the region helped curb various insurgent activities and provided the security forces with the necessary tools to deal with emerging threats.
Swain, who took the helm in 2023, played a pivotal role in reinforcing intelligence-driven policing and ensuring the safety and security of both residents and security personnel across the state. His expertise in intelligence has left a lasting imprint, and his contributions will be remembered as key to bolstering the region’s defenses.
