The Patnitop Development Authority (PDA) was formed on March 26, 1992, under Section 4 of the Jammu & Kashmir Development Act 1970, with its jurisdiction notified via SRO 69. The PDA encompasses 265 square kilometers, including Sanasar, Basantgarh, Batote (partially), Patnitop, Karlah, Kud, Gourikund, Sudhmahadev, Mantalai, Dhuna, Latti, and Dudu. Initially under the Housing and Urban Development Department, the PDA was transferred to the Tourism Department in 1998 to foster tourism infrastructure while preserving the environment.
In 1995, a Master Plan for Patnitop was prepared by Consulting Engineering Services (India) Pvt. Ltd. and notified on April 25, 2000 (Notification SRO 117). The plan divided the area into three sub-circuits:
1.Sub-circuit A:
Kud-Patnitop-Sanasar.
2.Sub-circuit B: Gourikund-Sudhmahadev-Devak-Mantalai
3.Sub-circuit C:
Dhuna-Latti-Dudu-Basantgarh
The plan focused on developing critical infrastructure without harming the ecological balance, emphasizing sustainable development and the preservation of the fragile environment. The PDA’s goals included improving local agriculture, horticulture, water supply, sanitation, power supply, communication, road networks, commercial complexes, adventure tourism, sports facilities, educational institutions, and health centers.
Issues and Accountability:
Despite the detailed Master Plan, the PDA has neglected its legal obligation to revise the plan every five years as per the J&K Development Act of 1970. Over the past 24 years, this oversight has led to significant developmental and regulatory issues:
Impact on Business Owners: Many business owners in Jammu have applied for construction permissions for homes and hotels but face prolonged delays. The outdated Master Plan hampers the government’s home-stays pilot project, which aims to enhance tourism and local livelihoods.
Corruption Allegations:There are serious allegations that PDA officials have allowed illegal constructions without proper permissions in exchange for bribes. These illegal activities are particularly rampant in areas like Kud and Patnitop. The apparent collusion between officials and developers highlights a deep-rooted corruption problem within the PDA.
Key Officials and Their Roles:
Tourism Director:Chairman of the Master Plan Committee.
CEO of Patnitop Development Authority: Member Secretary of the Committee.
Senior Representatives from CEPT University, Ahmedabad, and Town Planning: Committee members.
These officials are tasked with ensuring the proper implementation and periodic revision of the Master Plan. Their failure to do so raises significant questions about their accountability and the integrity of the PDA.
Investigations and Lack of Accountability:
The illegal constructions issue is currently under investigation by the Central Bureau of Investigation (CBI). Despite an FIR being filed, no concrete actions have been taken, allowing illegal activities to continue unabated. This lack of enforcement raises concerns about the effectiveness of oversight mechanisms and the accountability of the involved officers.
Economic and Social Impact:
Economic Stagnation:Legal development projects are stalled, leading to lost opportunities for local employment and tourism revenue.
Social Distrust:The perceived corruption and collusion between officials and developers erode public trust in government institutions and their ability to enforce laws fairly.
CBI Investigation: A thorough investigation by the CBI is crucial to uncover the extent of corruption and to hold accountable those responsible for illegal constructions.
Master Plan Revision:Immediate revision and implementation of the Master Plan are essential to facilitate lawful development and prevent further illegal constructions.
Policy Reforms: Introducing stricter oversight mechanisms and ensuring transparency in the PDA’s operations are necessary to prevent similar issues in the future.
The failure to revise the Master Plan for the Patnitop Development Authority has not only stalled legitimate development but also fostered an environment conducive to illegal constructions and corruption. Immediate action from both the CBI and the PDA is required to address these issues, ensure accountability, and restore confidence in the development process. The comprehensive development of Patnitop hinges on adhering to and updating the Master Plan to meet current and future needs while preserving the region’s ecological balance. The responsible officers must be held accountable to restore trust and ensure the region’s sustainable development.
