In a significant move, the Jammu and Kashmir Legislative Assembly, in its session on November 6, 2024, passed a resolution reaffirming the importance of the erstwhile special status and constitutional guarantees for Jammu and Kashmir. Moved by Deputy Chief Minister Mr. Surinder Kumar Choudhary and seconded by Minister Ms. Sakina Masood Itoo, the resolution highlights a strong stance by the local government in support of the rights and identity of the people of Jammu and Kashmir.
Reaffirmation of Special Status: The Assembly reiterated the importance of the special status and constitutional guarantees that safeguarded the identity, culture, and rights of the people of Jammu and Kashmir. The resolution expressed concerns over the “unilateral removal” of these provisions, likely referring to the abrogation of Article 370 in 2019.
Call for Dialogue and Restoration: The resolution urged the Government of India to initiate discussions with the elected representatives of Jammu and Kashmir. It called for the restoration of the region’s special status and constitutional safeguards and for working out effective mechanisms to implement these provisions.
Emphasis on National Unity and People’s Aspirations: The Assembly emphasized that any process of restoring these rights must safeguard both national unity and the legitimate aspirations of the people of Jammu and Kashmir, stressing a balance between integration with India and preserving regional autonomy.
This resolution reflects a renewed push within Jammu and Kashmir to seek a return to the pre-2019 status that provided the region with certain autonomous powers. The call for dialogue with the central government indicates a desire to address long-standing grievances and build consensus around regional identity and autonomy. If accepted, this resolution could open doors for constructive engagement, but it may also face political challenges given the prevailing stance of the Indian government on the issue.
