Jammu : In a significant step toward strengthening law enforcement efforts against property-related crimes, Inspector General of Police (IGP), Jammu Zone, Shri Bhim Sen Tuti, IPS, chaired a high-level crime review meeting at the Conference Hall, District Police Lines (DPL) Jammu. The exclusive session focused entirely on crimes against property, including theft, burglary, robbery, and motor vehicle thefts in Jammu District—underscoring the department’s renewed focus on addressing these public-impacting offences.
The meeting witnessed the participation of senior officers including DIG JSK Range, SSP Jammu, Zonal Superintendents of Police (SPs), Sub-Divisional Police Officers (SDPOs), Deputy Superintendents of Police (Probationers), Station House Officers (SHOs), In-Charges of Police Posts (ICPPs), Prosecuting Officers, and the IC Crime from ZPHQ Jammu.
Crimes Against Property: A Litmus Test for Police Credibility
In his opening remarks, IGP Bhim Sen Tuti emphasized that property-related crimes directly affect the general public and significantly influence public perception of police efficiency. He described cases of theft and burglary as the “acid test” for the credibility and investigative capabilities of the police force. Underscoring the importance of swift case resolution, he instructed all officers to handle such offences with the urgency and seriousness they demand.
First-of-Its-Kind Exclusive Focus:
This was the first review meeting dedicated exclusively to property offences, marking a notable shift in strategic policing. SDPOs presented detailed updates on ongoing investigations, recovery statistics, and proposed strategies. Police station-wise performances were critically examined in the presence of respective SHOs and ICPPs.
While some units, especially in Jammu Rural, were lauded for high recovery rates and professional investigative work, others were called out for underperformance. The IGP issued firm directives to such units to enhance their investigative efficiency and demonstrate tangible improvements.
Proactive Crime Prevention and Technological Integration Stressed:
A key highlight of the meeting was the emphasis on proactive crime prevention. IGP BSTuti directed field units to increase beat patrolling, especially in vulnerable areas including market zones and residential colonies with a known history of thefts and break-ins. He stressed night patrolling, area domination drives, and the timely engagement of forensic teams at crime scenes as essential elements of an effective crime control strategy.
He further instructed officers to ensure that forensic science laboratory (FSL) visits—mandatory for cases carrying punishments over seven years—are strictly followed and regularly updated on the Integrated Investigation Form (IIF) of the Crime and Criminal Tracking Network and Systems (CCTNS).
The IGP also underlined the importance of using digital tools such as CCTNS, Inter-operable Criminal Justice System (ICJS), and National Automated Fingerprint Identification System (NAFIS). He urged field units to fully integrate these platforms into day-to-day policing and crime-solving workflows to enhance investigative outcomes.
Performance Scrutiny and Accountability:
A detailed zone-wise statistical review was conducted, with SSP Jammu and other officers being asked to explain pending investigations and unresolved cases. Particular attention was given to repeat offenders and hotspot localities. Officers were advised to map and monitor such areas and offenders using both human intelligence and technological means.
Adaptation to New Legal Framework and Community Engagement:
In line with evolving legal frameworks, officers were also briefed on the application of provisions under the Bharatiya Nyaya Sanhita (BNS). Leadership at the SHO and SDPO levels was emphasized, along with a directive to enhance community engagement and maintain transparent communication with the public.
Supervisory officers were instructed to conduct regular reviews of crime trends, utilize technology-based intelligence gathering, and ensure that the public remains informed and confident in police efforts.
This meeting marks a decisive move by Jammu Police toward targeted crime prevention and resolution, with a special focus on property crimes that most acutely affect the daily lives of citizens. The IGP’s leadership highlights the growing emphasis on accountability, transparency, and technological modernization within the policing framework of Jammu Zone. The message was clear: performance, professionalism, and public trust are now inseparable in the evolving role of policing in Jammu.
