JAMMU: In a significant move aimed at resolving long-standing issues in Jammu and Kashmir’s transport sector, the Hon’ble Lieutenant Governor recently held a detailed meeting with the Chairman of the All J&K Transport Welfare Association (AJKTWA), Karan Singh Wazir, and other office bearers. The meeting focused on addressing pending payments, the formulation of a comprehensive transport policy, and the completion of delayed Smart City initiatives.
Karan Singh Wazir presented a detailed memorandum outlining critical concerns, emphasizing the urgent need to address financial and administrative challenges. He also appraised the Hon’ble LG about attempts by certain unscrupulous elements to create confusion and disrupt the smooth functioning of transporters, urging swift action to maintain sectoral stability.
Addressing Pending Payments
One of the most pressing concerns discussed was the non-payment of dues for services rendered by transporters during key government events. These delayed payments have placed immense financial strain on transport operators, many of whom rely on loans to sustain their vehicles.
-AIIMS Rally 2019: Transporters are yet to receive ₹2 crores in dues for this event.
-Palli Rally 2022: An additional ₹3 crores remain unpaid, compounding financial hardships.
-PM Rally and Events in 2024: Transporters have yet to be compensated for their services during these high-profile events.
The Hon’ble LG acknowledged the gravity of these issues and assured that payments for the Palli Rally, PM Rally at MA Stadium, and other pending events would be processed and disbursed within 10 days. This assurance offers significant relief to the transport community, which has faced prolonged financial distress.
Commitment to a Comprehensive Transport Policy :
The absence of a cohesive transport policy has long plagued the region, leading to issues such as traffic congestion, lack of clarity in regulations, and insufficient welfare measures for transport operators. Responding to these concerns, the Hon’ble LG pledged to initiate the development of a new transport policy.
– The proposed policy will be inclusive, incorporating inputs from AJKTWA and other stakeholders.
– It will aim to modernize the transport infrastructure, improve road safety, and address environmental concerns.
– Welfare measures for transport operators and drivers will also be a key focus.
This commitment reflects the administration’s acknowledgment of the critical role the transport sector plays in regional economic growth and connectivity.
Expediting Smart City Projects :
The memorandum also highlighted delays in Smart City initiatives, particularly the construction of modern bus stops, which have adversely affected both commuters and transport operators. The LG assured that these projects would be expedited, with a clear timeline for their completion to enhance urban transport infrastructure.
Resolving Internal Disruptions
During the meeting, Karan Singh Wazir raised concerns about certain individuals attempting to create confusion within the transport sector. These actions, he noted, were undermining the smooth functioning of transporters and causing unnecessary disruptions. The Hon’ble LG assured that such issues would be addressed to safeguard the stability and cohesion of the transport community.
Significance and Future Implications :
The assurances provided by the Hon’ble LG signal a proactive and responsive approach toward addressing the transport sector’s grievances. Key outcomes anticipated from the meeting include:
– Immediate financial relief through the resolution of pending payments.
– The establishment of a structured, efficient, and modern transport policy.
– Accelerated completion of Smart City projects to enhance transport infrastructure and commuter convenience.
– A reaffirmation of administrative commitment to resolving internal challenges within the transport sector.
The transport community has expressed hope following the meeting , recognizing the LG’s assurances as a step toward sustainable and inclusive sectoral development. However, the timely and effective implementation of these commitments will be crucial in restoring confidence and fostering long-term benefits for all stakeholders involved.
