DGP J&K Releases Urdu Compendium on Three New Criminal Laws.

In a significant move aimed at enhancing understanding of new legal provisions among Urdu-speaking police personnel, the Director General of Police (DGP) Jammu & Kashmir, Shri R.R. Swain, released the “Compendium on Three New Criminal Laws- Teen Naye Foujdaari Qawaneen” along with informative flyers on various provisions of these laws in Urdu. The release event took place today at the Police Headquarters in Srinagar.
Details of the Compendium:The compendium, set to be implemented across the country from July 1, 2024, provides an Urdu translation of key changes introduced by the Bharatiya Nyaya Sanhita (BNS), the Bharatiya Nagarik Suraksha Sanhita (BNSS), and the Bharatiya Sakshya Adhiniyam (BSA). These new laws will replace the Indian Penal Code (IPC), Criminal Procedure Code (CrPC), and the Indian Evidence Act respectively.
The compendium is meticulously divided into chapters that cover:
Substantive Law: Detailed comparison between BNS and the old IPC.
Procedural Provisions: Comprehensive details on investigation, arrest, search, seizure, prosecution, and trial as stipulated in the BNSS and BSA.
New Provisions: Innovations such as the use of forensic technology, witness protection schemes, measures against terrorism and organized crime, and special provisions for women and children, all explained in clear and accessible Urdu.
Compilation and Translation Team:
The compendium has been compiled and translated by a dedicated committee constituted by the Police Headquarters J&K, headed by SSP Shri Mubassir Latifi, IPS. The team also included DySsP Owais Wani, Abdul Majid Magray, Faisal Arif Rishu, PSI Ahsan Khan, and PSI Muhammad Zaman.
DGPโs Remarks: DGP J&K Shri R.R. Swain lauded the committee’s efforts, emphasizing the importance of understanding these new laws in Urdu and Hindi to ensure effective law enforcement and accessibility for all personnel.
The book release function witnessed the presence of several senior officers including ADGP (Hqrs) PHQ Shri M.K. Sinha, IGP (POS) PHQ Shri B.S. Tuti, and DIsG Shri Sujit Kumar, Shri M Suleman Choudhary, Shri Haseeb-Ur-Rehman, and Ms. Nisha Nathyal. Additionally, Director General, Prisons J&K/Spl DG Crime J&K Shri Deepak Kumar, ADGP Jammu Shri S. Anand Jain, DIG Trainings (PHQ) Ms. Sarah Rizvi, and various Range DIsG and District SSsP attended the event via video conferencing.
The release of the “Compendium on Three New Criminal Laws” in Urdu is a crucial step towards making legal provisions more accessible to Urdu-speaking police personnel in J&K, thereby enhancing their capacity to enforce the new laws effectively. This initiative reflects a broader commitment to inclusive and comprehensive legal education within the police force.
