Big Relief for Jammu People, Especially Refugees: DC Kathua Issues Order for Timely Issuance of 254-C Revenue Extracts

JAMMU: In a significant move providing much-needed relief to people of Jammu, especially refugees, the Deputy Commissioner (DC) of Kathua, Rakesh Minhas, has issued an order mandating the timely issuance of 254-C revenue extracts. This order comes after ongoing confusion regarding the issuance of these important documents despite previous clarifications.
The order, issued on September 9, 2024, (No: DCK/SQ/2024-25/1394-1413), refers to the Revenue Department’s letter dated August 16, 2024, and emphasizes that all Tehsildars and revenue officials across various subdivisions including Kathua, Basohli, Billawar, and others, must ensure the issuance of revenue documents within the timelines specified under the Jammu and Kashmir Public Servant Guarantee Act (PSGA).
This move is particularly important for those who have land classified under the 254-C category. Although the Inspector General of Registration (IGR), J&K, had previously clarified the process in an earlier order, many revenue officers had been struggling to issue the documents accordingly. With the DC Kathua’s latest directive, the process has been streamlined, ensuring transparency and efficiency.
The timely issuance of these extracts is expected to greatly benefit landowners, including many refugee families in the region, by removing bureaucratic delays and providing them the necessary documents within the defined timelines. This step reinforces the government’s commitment to improving administrative processes and supporting landowners’ rights.
