Jammu : In a decisive move to counter the rising tide of terrorism in Jammu province, the Union Government is ramping up efforts to fortify the Village Defence Guards (VDGs) with advanced weaponry and enhanced financial incentives. This strategic overhaul is poised to redefine grassroots security, ensuring that local defenders are adequately prepared to thwart militant incursions.

According to highly placed sources, a comprehensive plan to upgrade the VDGs has already been finalized, with final approval anticipated following Union Home Minister Amit Shah’s upcoming visit to Jammu and Kashmir. The initiative stems from the government’s recognition that empowering local defense units is pivotal to dismantling terrorist networks that seek to destabilize the region.

Strengthening the Last Line of Defense:

In recent months, terrorist attacks in districts such as Doda, Reasi, Rajouri, Udhampur, and Kathua have exposed vulnerabilities in local security infrastructure. Intelligence reports suggest that these attacks are part of a larger strategy by terror masterminds across the border to reignite militancy in historically peaceful areas. In response, the government has devised a multi-pronged approach to bolster the VDGs, equipping them with cutting-edge firearms and increasing their numbers in key districts.

A major component of this revamp is the replacement of outdated .303 rifles with modern Self-Loading Rifles (SLRs). This transition is expected to significantly enhance the VDGs’ operational effectiveness, allowing them to respond with greater precision and force against terror threats. The decision reflects the government’s commitment to ensuring that these grassroots defenders are not merely symbolic forces but fully capable units ready to safeguard their communities.

Financial Incentives for Frontline Defenders:

Beyond upgrading their weaponry, the Union Government is also introducing a structured remuneration system for VDG members. For years, financial constraints and irregular payments have posed challenges for these local defenders. However, under the new initiative, all VDG members will receive a monthly honorarium, funded through the Union Home Ministry’s Security Related Expenditure (SRE) budget.

Previously, out of 4,985 sanctioned VDG positions, 4,153 were actively serving. With escalating security concerns, authorities are working to expand this force in vulnerable districts such as Udhampur, Doda, Reasi, Rajouri, and Poonch. The structured payment plan will provide Rs 4,500 per month for group leaders, while other members will receive Rs 4,000. These funds will be directly transferred to the bank accounts of VDG personnel, ensuring timely and transparent compensation.

The Backbone of Rural Security:

The Home Ministry’s annual report for 2022-23 highlights the indispensable role played by the VDGs in Jammu and Kashmir’s security framework. Currently, 4,153 VDG members and 32,355 Special Police Officers (SPOs) operate across the region, tasked with protecting civilians, assisting security forces, and maintaining law and order. Their deployment is closely supervised by district superintendents of police or senior superintendents of police, ensuring accountability and efficiency.

Security analysts argue that empowering the VDGs is a long-overdue step in securing Jammu province against external threats. The Union Government’s focus on modernizing their weaponry, enhancing their numbers, and ensuring financial stability demonstrates a serious commitment to preempting any resurgence of militancy in the region.

As Jammu province continues to grapple with cross-border militancy, the government’s decisive measures to empower the VDGs signal a clear message: local communities will no longer be left vulnerable to terrorist aggression.
