ADC/ERO Chairs Preparatory Meeting for Special Intensive Revision 2026

Leh, February 23, 2026: The Additional Deputy Commissioner (ADC) / Electoral Registration Officer (ERO), Ghulam Mohd (JKAS), chaired a meeting today at the VC Room of the Deputy Commissioner’s Office, Leh, to review preparedness for the upcoming Special Intensive Revision (SIR) of electoral rolls, expected to commence in April 2026.
The meeting focused on highlighting the significance of the SIR and ensuring widespread awareness at the village level through social media and other communication platforms. Discussions were held on assessing internet connectivity in all villages, identifying areas lacking connectivity, and ensuring that polling stations are equipped with adequate power supply, technical support, and water facilities. Preparatory measures, including arrangements for photo updates, role allocation, and other key aspects, were also deliberated.
Aditional Deputy Commissioner Leh has Directed all Assistant Electoral Registration officers (AERO)of both Dist to ensure the availability of quality photocopy and scanner facilities and aubmit detail ensure the availability of quality photocopying and scanning facilities and to submit details within two days regarding the status of photocopy machines and scanners in their respective offices. He further emphasized the need to maintain uninterrupted internet connectivity in all AERO offices.
He instructed AEROs to identify Master Trainers and Booth Level Officers (BLOs) and provide them with comprehensive training specifically tailored to the SIR process. Stressing meticulous planning, he underscored the importance of ensuring the smooth and efficient conduct of the revision exercise.
The Deputy District Election Officers (Dy DEOs) of Leh and Kargil were directed to circulate letters to AEROs regarding meetings with political parties to apprise them of the importance of the SIR. They were also instructed to promote awareness in local languages through local media channels to ensure outreach from the grassroots to higher administrative levels.
The ADC further directed all government officials to download the ECI Net application and ensure its dissemination across departments for streamlined digital communication. The Dy DEOs were asked to promote awareness regarding the procedure for downloading and effectively using the ECI Net platform.
Emphasizing the need to address technical and administrative issues well before April 1, 2026, the ADC called for strict monitoring and reporting of the roles and responsibilities of BLOs. He advised against unnecessary transfers of BLOs; however, if unavoidable, such transfers must be completed within five days.
The Dy DEOs were instructed to submit weekly progress reports in the prescribed format. Additionally, the ADC directed that during the SIR process, BLOs must visit each household three times with the required documentation, serve notices where necessary, and submit photographic evidence of notice delivery. He also advised AEROs to regularly review and resolve issues faced by BLOs to ensure smooth implementation.
The meeting concluded with a strong emphasis on coordination, preparedness, and effective communication to ensure the successful conduct of the Special Intensive Revision.
