Two-day district-level training programme on Own Source Revenue (OSR) under the Revamped Rashtriya Gram Swaraj Abhiyan (RGSA) commenced today in District Leh, as per the orders issued by the District Panchayat Officer, Leh.
The programme is being conducted from 05–06 January 2026 at The Pal Hotel, Leh.
The training programme has been organized with the objective of strengthening the financial capacity of Panchayati Raj Institutions (PRIs) through effective mobilisation, management, and utilisation of Own Source Revenue, thereby promoting fiscal self-reliance and improved local governance.
A total of 79 block-level officials are participating in the programme, including *Block Development Officers (BDOs), Panchayat Inspectors, Panchayat Accounts Assistants (PAAs), LRLM District Project Managers, Data Analysts, Gram Rozgar Sevaks (GRSs), and Block Project Managers (BPMs).
The programme was graced by Mr. Aqeel Sajjad, District Panchayat Officer, Leh, as the Guest of Honour, who emphasised the importance of strengthening Own Source Revenue mechanisms for achieving financially empowered and self-reliant Panchayati Raj Institutions.
The sessions are being facilitated by Master Trainer Dr. Irfan Shafi, who focused on conceptual understanding of OSR , relevant legal provisions, best practices, and practical strategies for enhancing revenue generation at the Panchayat level.
The programme aims to enhance the capacity of block-level functionaries and contribute towards strengthening fiscal decentralisation, transparency, and self-reliant Panchayati Raj Institutions in District Leh.
The PMU-RGSA team & District Project Manager, RGSA-Leh, Ms. Stanzin Padma, is closely monitoring the programme and ensuring proper maintenance of the Training Management Plan (TMP), attendance, agenda, and overall implementation.
