JAMMU :In a significant step towards strengthening internal security and enhancing public convenience, the Jammu and Kashmir Police on Friday launched an online Tenant Verification web portal titled “KIRAYEDAR” for the general public. The portal was formally launched by SSP Jammu, Sh. Joginder Singh, JKPS, marking a major digital initiative aimed at ensuring effective monitoring of rented accommodations in the winter capital.
The Union Territory of Jammu & Kashmir has, in the past, witnessed incidents involving anti-social and anti-national elements (ANEs) attempting to exploit gaps in civic oversight. Ensuring internal security and maintaining a peaceful environment remains a core responsibility of the Jammu and Kashmir Police.
Jammu, being the winter capital of the UT, experiences a substantial seasonal influx of people, particularly during the annual Secretariat shift. Officers, employees, support staff, and individuals from various parts of Jammu and Kashmir take up rented accommodations across the city. Additionally, several large-scale infrastructure projects underway in Jammu and adjoining areas have resulted in the arrival of labourers, contractors, and technical professionals who also reside in rented premises.
Security agencies have assessed that such large-scale population movement, if left unchecked, could potentially be exploited by anti-national elements using false identities to obtain accommodation, posing a threat to public safety.
Mandatory Tenant Verification and Challenges: In view of these concerns, tenant verification has been made mandatory, and the District Administration, through the Deputy Commissioner, has already issued formal orders directing landlords to compulsorily report and verify tenants through the police.
However, ground-level challenges were observed in the implementation of this process. Many landlords are elderly, residing outside Jammu, or constrained by work and time limitations, making it difficult for them to physically visit police stations. In addition, hesitation and reluctance among some citizens to approach police stations further slowed the verification process.
As a consequence of non-compliance, 12 FIRs were registered against defaulting landlords, even as Jammu Police conducted over 10,000 tenant verifications through traditional means—highlighting both enforcement and outreach efforts.
Launch of ‘KIRAYEDAR’ Portal:
To overcome these logistical and social hurdles, Jammu Police developed the online Tenant Verification Portal ‘KIRAYEDAR’, enabling landlords to complete tenant reporting from anywhere, at any time.
Notably, the portal is the result of collaborative innovation, developed by three students from IIT Jammu and one local youth from Kathua district, under the guidance of SDPO City West Jammu. This initiative reflects the police department’s emphasis on youth participation, technology-driven policing, and community engagement.
Key Features and Benefits:
• Fully online and user-friendly interface
• Accessible 24/7 from any location
• Eliminates the need for landlords to visit police stations
• Acts as a direct communication bridge between citizens and police
• Enhances real-time data availability for security agencies
Jammu Police expects the portal to lead to a substantial increase in tenant reporting and verification, thereby strengthening preventive policing and internal security mechanisms across the district.

With this initiative, Jammu Police aims to create a safer, more secure Jammu, while making compliance easier and more accessible for law-abiding citizens
