Centre Empanels Eight IPS Officers of AGMUT Cadre as IGPs, Including Three from Erstwhile J&K Cadre

In a significant administrative development, the Government of India has empaneled eight IPS (Indian Police Service) officers of the AGMUT cadre for appointment to the post of Inspector General of Police (IGP), marking a career milestone for these senior officers. Among the empaneled officers, three are originally from the erstwhile Jammu and Kashmir cadre, highlighting the continuing integration of J&K officers into the national bureaucratic structure post the 2019 reorganization.
The officers from the former Jammu and Kashmir cadre include:
• Vivek Gupta, an IPS officer known for his critical roles in counter-insurgency operations and intelligence-based policing in volatile areas.
• Sujit Kumar, who has served in sensitive areas and has been recognized for his strategic leadership during challenging law and order situations.
• Suleiman Choudhary, appreciated for his community policing initiatives and administrative acumen.
The remaining five officers from the broader AGMUT cadre are:
• Vijay Kumar
• Seju Kuruvilla
• Nupur Prasad
• Meghna Yadav
• Surendra Kumar
Each of these officers has held key positions in various Union Territories, including Delhi, Andaman & Nicobar Islands, and the Northeastern states, where the AGMUT cadre operates. Their elevation comes after rigorous assessment by the Ministry of Home Affairs (MHA), which evaluates officers based on service record, experience, integrity, and administrative capabilities.
This empanelment reflects a broader administrative trend in the Indian policing system where the Centre is actively recognizing and promoting officers from diverse regional backgrounds. Since the abrogation of Article 370 and the bifurcation of the erstwhile state of Jammu & Kashmir into two Union Territories in August 2019, J&K cadre officers have been merged into the AGMUT cadre. This integration has aimed to ensure a more unified administrative framework and promote inter-regional exposure and capacity building among IPS officers.
Empanelment as an IGP is a key step in an officer’s career, often preceding postings to senior strategic and policy-oriented roles in central or state law enforcement agencies. These positions come with greater responsibilities, including oversight of law and order, counter-terrorism operations, intelligence coordination, and modern policing reforms.
As the country navigates complex internal security challenges, especially in UTs like J&K and the Northeastern regions, the promotion of experienced and tested officers to senior roles is a strategic step towards reinforcing institutional leadership and administrative continuity.
