Woman Passenger Highlights Open Alcohol Consumption and Security Lapses in Indian Railways

A recent video going viral on socal media,a incident aboard a train traveling to Shri Ganga Nagar has brought to light significant security concerns within Indian Railways. A female passenger recorded a video exposing the open consumption of alcohol by a group of men in a Second AC coach. These individuals not only flouted railway regulations by drinking openly but also issued threats of dire consequences to the woman when she objected. The absence of immediate intervention by railway police officials in this scenario raises pressing questions about passenger safety, especially for women, on trains.
Indian Railways strictly prohibits the consumption of alcohol on its premises, including trains. This ban is in place to prevent unruly behavior and ensure the comfort and safety of all passengers. Despite these regulations, enforcement appears inconsistent, leading to incidents like the one reported. In March 2023, the Railway Protection Force (RPF) conducted a month-long special drive, during which they carried out 16,872 raids and booked 43 individuals under the Railways Act for violations related to alcohol consumption and carriage on trains. Additionally, 71 individuals were detained and handed over to other law enforcement agencies for legal action.
To address crimes against women, Indian Railways has issued detailed guidelines focusing on preventive measures, sensitization, surveillance of vulnerable areas, and special provisions. These guidelines emphasize the importance of proper lighting, controlled access to platforms, regular patrols, and the demolition of abandoned structures that could serve as hideouts for miscreants. Furthermore, the guidelines advocate for the sensitization of railway staff and the use of CCTV surveillance to monitor and deter criminal activities.
Despite the existence of these guidelines, their effective implementation remains a challenge. Incidents of open alcohol consumption and harassment continue to surface, indicating lapses in enforcement and monitoring. Factors contributing to these challenges include inadequate staffing, insufficient training, and a lack of accountability among railway personnel. Moreover, the vast and complex nature of the railway network makes comprehensive monitoring difficult.
Regular and unannounced inspections should be conducted to ensure adherence to regulations, with strict action against violators serving as a deterrent. Expanding CCTV coverage and ensuring real-time monitoring can help in the quick identification and response to unlawful activities. Educating passengers about their rights and the channels available for reporting misconduct can empower them to act promptly. Regular sensitization programs for railway staff can foster a culture of vigilance and responsibility towards passenger safety. Establishing a robust system where passengers can report issues and receive timely responses will enhance trust in the railway’s commitment to safety.
The incident on the Shri Ganga Nagar train underscores the urgent need for Indian Railways to reassess and reinforce its safety protocols. Ensuring a secure environment for all passengers, particularly women, requires not only well-formulated policies but also their diligent implementation and continuous monitoring.
