Jammu: significant controversy has erupted in the Union Territory of Jammu & Kashmir (J&K) following allegations of financial misconduct against Lieutenant Governor Shri Manoj Sinha and his former Principal Secretary, Shri Nitishwar Kumar. A letter from the Bureau of Public Enterprises, Government of J&K, has surfaced, revealing accusations of cheating and causing intentional loss to the government exchequer amounting to Rs. 10,71,605.
The letter, dated July 2, 2024, and addressed to the Chief Secretary of J&K, outlines detailed claims against Shri Manoj Sinha and Shri Nitishwar Kumar. The accusations stem from an event held on February 16, 2021, purportedly the engagement ceremony of Shri Abhinav Sinha, son of Shri Manoj Sinha. According to the letter, the event, attended by approximately 120 guests, was organized at 7 Akbar Road, New Delhi, a location incapable of hosting such a large gathering without special arrangements.

The crux of the allegations is that the expenditure for the private function was unlawfully covered by state funds. The letter states that the Additional Resident Commissioner, J&K House, New Delhi, was directed to organize the lunch and dinner, as well as decorations, for the event, with the total cost amounting to Rs. 10,71,605. This expense was reportedly cleared from the state exchequer, a clear violation of financial norms and government instructions.
Shri Nitishwar Kumar, then the Principal Secretary to the Lieutenant Governor, is accused of suppressing a letter from the Additional Resident Commissioner that directed the expenditure. As a result, the Bureau of Public Enterprises has requested the Accountant General, J&K, to deduct the said amount from the salaries of both Shri Manoj Sinha and Shri Nitishwar Kumar as an immediate measure to settle the loss to the government exchequer.
